Position Details
Director General Debt Jobs 2026 are available at the Finance Division, Government of Pakistan. The position is offered on a contract basis under SPPS-I for a senior finance, public debt management, treasury or financial and capital markets professional with extensive leadership experience.
The selected candidate will head the Debt Management Office and provide strategic leadership for public debt management, borrowing programmes, debt-risk management, funding diversification, investor relations, governance and debt sustainability. Applicants must have at least 17 years of relevant officer-cadre service, including 5 years in a leadership position equivalent to BS-20.

Requirements
- At least 16 years of education or a Master's degree in Finance, Economics or a related field from an HEC-recognized or internationally reputable institution is required, or the candidate may hold CFA Charter-holder or FRM qualification.
- At least 17 years of officer-cadre service in finance, public debt management, treasury or financial/capital markets is required.
- At least 5 years of experience must be in a leadership position equivalent to BS-20.
- Candidates should understand the relationship between debt management, monetary policy, cash management and fiscal operations.
- Candidates should understand market and non-market sources of financing and their terms.
- Candidates should understand risk-based debt management frameworks.
- Candidates should have practical experience with financial IT systems and platforms such as Bloomberg, Reuters and Excel.
- Strong command of English and Urdu is required.
Responsibilities
- Provide strategic leadership and overall direction to the Debt Management Office.
- Set and approve the strategic framework for public debt management.
- Oversee the Medium-Term Debt Management Strategy and Annual Borrowing Plan.
- Provide strategic oversight of domestic and external borrowing programmes.
- Oversee debt-risk management covering interest rate, refinancing and contingent liability risks.
- Improve borrowing policies and processes.
- Diversify government funding sources through domestic and external debt instruments.
- Maintain strong governance, accountability and internal controls across the Debt Management Office.
- Lead engagement with senior government, SBP, EAD, IMF, development partners, investors and credit rating agencies.
- Provide strategic oversight of investor relations and market communication.
- Ensure timely debt publications and fiscal risk disclosures.
- Lead institutional development and capacity building of the Debt Management Office.
- Advise the government on strategic debt-related policy matters.
