Position Details
Public Finance Management Specialist Jobs 2026 are available at the Finance Division, Government of Pakistan. The position is offered under SPPS-II on a contract basis for experienced professionals in public finance management, fiscal management, budgeting and public financial planning.

Requirements
- A Master's degree or higher in Finance, Economics, Accounting, Statistics or an equivalent field from a recognized university is required.
- At least 10 years of relevant experience in public finance management, fiscal management, revenue management, budget allocation, public financial planning and budgeting is required.
- Strong understanding of Pakistan's public financial management landscape is required.
- Knowledge of donor-funded programmes and related reforms is required.
- Candidates should demonstrate the ability to liaise and coordinate with key stakeholders.
- Excellent written and oral communication skills are required.
- Candidates should be proficient in MS Office and advanced spreadsheet and database applications.
Responsibilities
- Undertake annual, half-yearly and quarterly revenue and expenditure forecasting.
- Provide technical assistance in compiling, analysing and reporting fiscal data.
- Analyse budgets and expenditures of sectors, divisions and attached departments.
- Support preparation of indicative budget ceilings.
- Prepare and maintain fiscal data spreadsheets.
- Support modernization of budgetary practices.
- Support reforms in the budget preparation process.
- Strengthen budget execution and expenditure controls.
- Review and update the Budget Manual in line with the Public Finance Management Act.
- Promote budget transparency and fiscal-risk disclosures.
- Support output-based and performance-based budgeting.
- Develop mechanisms for efficient utilization of grants.
- Provide training and capacity-building support to budget officials.
