Position Details

Senior Manager Procurement PASS Jobs 2026 are available at the Ministry of Poverty Alleviation & Social Safety for one PPS-10 contract position in Islamabad. The position is responsible for ensuring transparent, competitive and cost-effective procurement for the programme.

The selected candidate will oversee procurement processes, documentation, contracts, deliveries, compliance, audits and coordination with Partner Organizations. Requirements

  • A Master’s degree or 16 years of equivalent education in Business Administration, Social Sciences or a related field is required.
  • At least 10 years of procurement experience in international or national development sectors is required.
  • Knowledge of procurement rules is required.
  • Experience in livelihood asset transfers and community procurement is required.
  • Experience supporting multi-stakeholder development projects is required.
  • Excellent report writing skills are required.
  • Experience managing relationships with Partner Organizations is required.
  • The maximum age limit is 52 years.

Responsibilities

  • Lead transparent, competitive and cost-effective procurement processes.
  • Ensure timely procurement and delivery of goods and services.
  • Establish procurement controls and compliance systems.
  • Supervise procurement processes and documentation.
  • Maintain records of project financing agreements.
  • Maintain procurement information for Partner Organizations.
  • Provide procurement orientation and training to Partner Organizations.
  • Coordinate with internal and external auditors.
  • Monitor procurement compliance and identify risks and delays.
  • Provide logistics support to the PMU.
  • Maintain relationships with Partner Organizations, suppliers, government entities, donors and stakeholders.
  • Perform procurement and administrative duties assigned by the Project Director.
